Parklets and Outdoor Dining

To authorize parklets, expand the outdoor dining program, and provide opportunities for mobile vending (including updates to the food truck ordinance) the Pasco Municipal Code must be amended.

In addition, Framework will design up to two parklets for locations in Downtown. Custom designs and prefab options will be considered relative to costs and timeline. Parklets by private entities will also be an option under the new parklet code. The parklets should be located in areas where they can be used during business hours by adjacent businesses and as public space during other times. The parklets should be focused in areas where sidewalks are more narrow to expand public space while outdoor dining and display areas should be accomplished using the sidewalk in other areas where there is more room (such as on W Lewis St).

A parklet in front of the Pasco Specialty Kitchen (PSK) will provide seating for patrons to PSK as well as additional public seating during hours when PSK is not open.

Status:

In August of 2024, City Council passed ordinance 4722, which updates codes pertaining to public space. Key features of this code include:

  • Removing restrictions that prevented food trucks from stationing within 300' of other food businesses.

  • Allowing for Food Truck Parks, which gather muliple food trucks to create a hub for outdoor dining and gathering.

  • Allowing the City to issue permits for the use of parking spaces as Mobile Vending sites.

  • Allowing the City to issue permits for the use of parking spaces and sidewalk space for cafe seating for adjacent restaurants.
