Implementation
Paint Pasco is a multi-year effort by the City of Pasco to implement the Downtown Master Plan. The goal is to transform Downtown Pasco into a blossoming hub of arts and cultural activities, a district showcasing its rich history, and better connect Downtown with the stunning natural beauty of the Columbia River. The current work plan builds upon the actions in the Master Plan and outlines specific projects to be completed in 2023 and 2024. Major projects include streetscape improvements on Lewis Street, the creation of a bikeway on Clark Street, updates to downtown zoning and development standards, authorization for outdoor dining and parklets in the downtown area, and the development of public mural projects.

Plan Vision, Goals, and Strategies
The plan framework includes the vision, goals, and strategies that serve as the basis for the Downtown Plan. The plan framework is based on community input, analysis of existing conditions, best practices, and most importantly the unique opportunities present in Downtown Pasco.
